The Yanti Rikiru government is headed by the Monitor, who is
functionally the military coordinator and overseer of the civilian
government. The position of Monitor is appointed by the military power
structure, generally from among themselves or prominent civilians, but
is actually respected and seen as a position of trust and beneficence
towards the citizens of the empire. The Empire is divided into
Provinces, based on both territory and population. Newly settled worlds
will generally make up their own Province, while existing worlds will be
divided into 5 or 10 provinces. Every five years, the people of each
province vote to elect key members of both local and an Imperial
Judicial Ministry, Legislative Ministry, and Governance Ministry that
make the laws and carry out the daily governmental functions of the
empire. Each Ministry is headed by a Minister and from the 3 Imperial
Ministers, the Monitor will pick a Prime Minister to supervise and
coordinate the activities of the Empire. The Monitor runs the military.
The Monitor also has the power to veto or modify the decisions or
rulings of any Ministry in the Empire or of the Prime Minister. The
Monitor can dissolve any or all Ministries at any time, instate the
replacements of his choosing, and call a popular vote to replace them.
The Yantis have a strong, functional, militaristic society.
Education, engineering, architecture, and infrastructure are all handled
by wings of the military. The military also runs the Mirashesh, or
the manufacturing sector for the Yanti Rikiru Empire, which is run as a
highly aggressive and efficient Mega-Corporation. Citizens are generally
employed by the military or run businesses with the military as a major
supplier, though the monopoly is not legislatively mandated.
